北欧国家的廉政建设及其对中国的启示

Anticorruption in North Europe and Its Implications for China

在"透明国际"组织每年推出的腐败排行榜中,北欧五国均名列最廉洁国家前列。健康的公民文化道德体系、政治与行政透明、严格的公务员管理、多维的权力制约机制、健全的反腐败立法、守护廉洁的监察制度、适当的高薪养廉和全面严格的廉政考核,等等,是北欧国家廉政建设的主要举措。从北欧国家廉政建设的成功经验中可以得出对中国廉政建设的启示:必须建立健康的道德价值意识、公开透明的监督机制、完善的政府及其公务员行为规范和专职独立的反腐机构等。

In the corruption ranking released by ＂Transparency International＂ every year, five States of North Europe are in the front row of the most honest states. Their success of anticorruption can be elaborated in the following aspects： the healthy citizen culture and moral system, the transparent politics and administration, the strict management of officials, the multi-dimensional power restriction mechanism, the sound anticorruption legislation, the honesty protection supervisory system, the moderately high salary to maintain honesty, the strict and comprehensive government inspection. The implications of the above measures for China can be summarized in four respects： the reinforcement of healthy ethics and values, the establishment of open and transparent supervising mechanism, the sound behavior regulation of government and its officials, the effective performance of professional and independent anticorruption organizations.
