以改革创新精神全面推进高校党建工作,为高等教育事业的科学发展提供坚强政治保证和组织保证,就要切实加强高校领导班子自身建设,实现建设一流大学的目标;要切实加强高校师资队伍建设,实现"以人为本,人才兴校"的发展战略;要大力加强高校基层党组织建设,扩大党组织的覆盖面,增强党组织的活力和凝聚力;要全面加强大学生思想政治工作,坚持"育人为本,德育为先"。

To promote the Party construction in universities and colleges through reform innovation will guarantee politically and organizationally：to move forward the development of higher education cause in a scientific way. To do so,we need to strengthen the self-building of leadership group and realize the goal of first-class university;to strengthen the construction of teacher resource and practice the development strategy of ＂hurnan-centeredness and talent-to-strength-university＂;to strength the basic level Party organization and extend the coverage of Party organization, which will improve the liveliness and unity of the Party;to enhance college students＇ ideological and political education and persist in taking the education of people as basis and giving priority to moral education.
