摘要
民生型政府的建立要求建立和健全以民生为本,保障民生和改善民生的公共投入体系。为了确保公共投入的民生取向,必须建构一系列公共投入机制,主要包括:公共投入的价值引导机制、利益表达机制、财权约束机制、公共投入的绩效评估机制和财政风险的防范机制。
Establishing the people＇s livelihood-oriented government requires constructing and perfecting the government＇s public input mechanism for the purpose of people＇s livelihood. This mechanism mainly guarantees trend of the people＇s livelihood .Therefore ,it is a basic task to set up a series of public input mechanism ,including value guiding mechanism, interest expression mechanism, financial power restraint mechanism, financial risk prevention mechanism, public input＇s performance evaluation mechanism.
