摘要
在高度集中的计划经济体制下,国家权力渗入到城市社会的各个方面,城市自主发展和活力受到抑制。改革开放以后,我国国家与社会的关系发生变化,许多城市政府纷纷提出城市经营的新思维,但由于城市政府职能转变滞后,这种城市经营实际上与城市治理的理念背道而驰。进入21世纪,中国城市管理模式需要进行一场新的深刻的制度创新和变革,即中国城市政府要从参与式发展的新范式出发,赋权于民众,建立起城市治理的新模式,在城市政府、私人部门、非政府组织之间建立伙伴关系,使各种利益相关者能够参与决策。
Under highly centralized planned economy system, the power of the state entered and spread into all aspects of urban society. The independent development and vitality of the cities was inhibited. Since reform and opening up, the relationship between the state and society has changed in China and many municipal governments have proposed new thinking on urban management. However, this kind of urban management is actually contrary to new thinking of urban governance because the governmental function changes lag. Entering the 21st century, China's urban management model needs profound institutional innovation and reform, that is, on the basis of new participatory development paradigm, municipal governments should empower the public, establish a new model of urban governance, and form partnership among municipal government, private sector and NGO, so various stakeholders can participate in decision-making.
