摘要
科技园区是新型工业经济的载体,是科学技术转化为现实生产力的园地。作为特殊的工业用地,科技园区的企业在取得优惠地价的同时,还会享受优惠的税收政策,种种举措显示了大陆发展高新科技的决心。长期以来,大陆工业用地主要采取协议出让方式。调查中发现,当前科技园区中出现了项目的实际用途与合同签订用途不一致的情况,出现了对外出租、出售等经营性的行为,造成了土地资产的流失,同时也存在土地资源稀缺与浪费并存的局面,影响了科技园区的健康发展。以北京中关村科技园区为研究对象,分析该区工业用地的现状问题,从不同角度分析了工业用地用途变更的驱动因素,最后提出了解决园区工业用地用途变更的相关调控机制。
The science park is the carrier of new industry economy, also is the field where science and technology transforms to the realistic productivity. As a special kind of industrial land, enterprises in science park not only obtain the preferential price of land, but also enjoy the preferential tax policy later, all sorts of action demonstrate the decision of develop science park in mainland. In a long period of time, the way of industrial land supplies in mainland actually continuously to be in the approved selling stage. Through investigation, we discovered that some industrial project' s actual use exists not to be in consistent with the contract use which signed in contract, even the industry land has been sold or hired or like such management behavior, this has created state asset losses, also formed the situation of land scarce existed with the waste simultaneously, which has affected the health development of science park. This article takes the Zhongguancun Science Park as research object, and it has studied the present land use situation and existing questions in this area. The author analyse the actuation factor of industrial land use transformation from different angles, and at last puts forward some related regulation mechanism to solve this problem.
