严复的行政改革思想

Yanfu's Thought of Administrative Reform

严复的行政改革思想包含两个层面的内容:一要求政府刷新行政效率,提升作为近代国家的行政能力;二主张实现有民意监督和体现民权的现代行政制度。严复的改制思想主要受外国政治制度和思想的影响,体现出现代性的政治思维,即从社会契约论、有限政府、地方自治、爱国等西方立宪国家的核心观念出发思考中国的政治改革问题。

Yanfu＇ thought of administrative reform has its contents of two levels. Firstly, he hopes the government to improve its administrative efficiency as a modern country. Secondly, he persists in his ideal of modern administrative institution which is supervised by people and implements rights of people. Yan＇s thought of r^form is mainly impacted by foreign political system and thought, there- fore, is provided by the modernity of political thought. He thinks deeply the problem of Chinese political reform on the basis of the core idea of the west constitutional countries such as the social contract, limited government, local self - government, patriotic feeling etc.
