河南省高校科技创新体系的构建

The countermeasure studies on the construction of the creative system in science and technology in the colleges and universities in henan province

河南省高校科技创新能力存在创新资源不足与闲置并存、创新产出能力低、创新转化度不高等问题。要构建河南省高校科技创新体系，各高校在科技创新活动中要找准自己的位置，分层次发展；要加强研究基础平台建设和学科建设；尽快建立技术转移体系、产业化服务体系和科技创新能力评估体系以及适合河南省省情的高校科技创新体系运行机制。

It is found that creative sources are not enough and are not used completely, creative production ability is low, the exchange of creation is not high. To set up science and technology creative system in higher institutes in Henan,each colleges and universities needs to find their own position in science and technology creative activity and develops gradually ;they should strengthen the construction of research base terrace and academics and build up a technique transfer system, industrial service system, technology creative ability valuation system and fitted operating mechanism of our province＇s colleges and universities science and technology creation system.
