They can be expressed as three basic dilemmas, such as fairness and efficiency.fairness and freedom.equality and excellent. The concrete performance is how to consider the fairness and efficiency when the government allocating the education resources, how to prevent from extending administration power and carry out the education freedom of society and school when the government extending public service, and how to realize ＂excellent＂ function of school education and handle the key schools when promoting the balance development of the compulsory education.
