摘要
分析我国教育公平问题,必然涉及一些深层次的理论问题,其中公平与效率、公平与自由、公平与优秀三对基本矛盾是比较突出的问题。这是因为它们影响到政府在教育资源配置中公平与效率的考量;影响到政府在扩大公共服务时如何防止行政权力的扩张,落实社会和学校的教育自由;影响到政府在促进义务教育均衡发展的过程中,如何认识学校教育培养"优秀"的功能,以及如何看待重点学校。
Under the new development situation, the issues of the education fairness are transferring and changing. Some profound theories have been involved. They can be expressed as three basic dilemmas, such as fairness and efficiency.fairness and freedom.equality and excellent. The concrete performance is how to consider the fairness and efficiency when the government allocating the education resources, how to prevent from extending administration power and carry out the education freedom of society and school when the government extending public service, and how to realize "excellent" function of school education and handle the key schools when promoting the balance development of the compulsory education.
