河北省虚拟水战略分析与思考

Hebei Virtual Water Analysis and Strategic Thinking

在深入研究探讨虚拟水与虚拟水战略的理论基础上,分析了河北省主要粮食产品的贸易量以及由此引起的虚拟水的流出量。基于虚拟水战略的概念和启示,针对河北省水资源短缺的现实,提出了调整农业种植结构,减少灌溉用水量,扩大地区间虚拟水贸易,体现农产品的比较优势,合理使用外流域调水,实现外调水源的效益最大化等缓解水资源供需矛盾的战略思路。

By the depth study on virtual water,the trade volume of major food products and the virtual water outflow has been analyzed. Based on the concept and inspiration of virtual water strategy,in view of water shortage in Hebei Province, the paper puts forward some strategic thinking to relieve the contradiction between water supply and demand, such as to adjust agricultural planting structure, to reduce irrigation water, to expand inter regional virtual water trade, to reflect the comparative advantages of agricultural products, to use the transfer water reasonably,maxi mize the benefit of transfer water,etc.
