大连市多种水源优先利用次序综合评价研究

Comprehensive Assessment on the Best Utilization Order of Water Resources in Dalian

确定水资源优先利用次序是区域水资源配置中的关键问题,排序要考虑的因素不仅包括定量因素,而且还包括难以量化的定性因素。为了协调各因素之间的复杂关系,通过采用多目标半结构性模糊优选理论建立多种水源优先利用次序综合评价模型并求解。应用该模型,确定了大连市多种水资源的优先利用次序,为大连市水资源的合理配置和综合规划提供决策依据。

The best utilization order of water resources is the key point of water resources allocation. The considered elements are not only the quantity element,but also the quality element. Based on the half-structure multi-object fuzzy recognition theory, this paper sets up a water re- sources comparison assessment model to coordinate the relationship of various elements. The results indicate that this model is valuable to provide the objective and just foundation to the final decision in water resources allocation.
