本文是对浙江沿海现有防潮措施的概括性回顾，及对实际存在问题和不足提出了建议。防潮措施有工程与非工程之分，两者能否有机结合，将是决定防潮效益的关键。

This paper summarizes the present tidal defensive measures along Zhejiang coast, and presents some proposals to solve the existing problems. There are two kinds of measures, hard and soft, whose coordination will decide the tidal defensive benefit.
