2008年1月23日．国务院总理温家宝在中南海主持召开座谈会，征求基层群众代表对2008年《政府工作报告》（征求意见稿）的意见。辽宁省辽中县种粮大户于会怀作为农民代表参加了座谈。他在发言中既提出了很多好的建议．同时也反映了当前农业生产中存在的一些困难。
On January 23, 2008, state council premier Wen Jiabao Presided a symposium in Center South Sea （Zhongnanhai） to solicit the advice from the preventatives of grassroots mass on Government Work Report （soliciting advice draft）. Yu Huihuai, a household of Liaozhong County, Liaoning province planting a great amount of grain attend the meeting as farmer representative. He raised many valuable advices in his speech and talked about some difficulties currently exited in agricultural production.
