摘要 改革开放以来,我国成品油市场格局逐步走向多元化。成品油零售市场对民营资本的开放,带来了一定的活力,补充了国有资本在乡村、在新开发区域以及在城乡结合部布点不足等状况。成品油批发和仓储领域通过引入其他资本,形成了比较好的有序竞争的市场格局。我国出台了一系列法规和标准,推动了成品油市场管理的法制化。我国石油流通企业认真总结经验,并谨慎、全面地采用国际通行的做法,使石油流通领域的经营状况出现了一系列喜人的变化。由于资本、技术、经验等方面的局限,中国成品油流通领域在管理方面还需要继续完善市场准入制度,继续推动企业组织化程度的提高,进一步加强市场监测工作,认真研究石油商业储备问题,继续加强服务产品和服务能力的建设。政府部门将力求为社会提供全面、认真、专业的服务。 Since Reform and Opening-Up on. China's oil product market has been gradually evolving into a diversified structure. Oil product retailing market is open to private investors. This brings certain energy to the market, and supplements the terminal shortage of state-owned investors in rural areas, newly-developing areas, and ones at between of city and countryside. Other kinds of investor are introduced into the wholesale and storage field of oil product market where an orderly competitive structure has been formed. China issued a series of laws & rules and standards, which push forward the law-based management on oil productmarket. China's oil distribution enterprises carefully applied international practices in an all-round way based on experiences, and thus caused a positive change in the petroleum distribution field. However subject to limitations of capital, technology, experience and etc, we still need to improve market access system, enhance organization of enterprises, strengthen market supervision, study commercial petroleum storage, intensify construction of service product and ability for management on China's oil product distribution field. Governmental departments shall endeavor to provide safe, diligent and professional service.
