行政支出效率评价探究：以浙江省为例

Research on the Efficiency Evaluation of Government Expenditure:Case Study of Zhejiang Province

对行政支出效率进行客观、公正的评价是一道重要的现实难题。本文在特定的理论假设下,通过构建行政支出效率综合评价指标体系,以浙江省为典型个案,对行政支出效率水平进行了实证探究。本文遵循"讨论指标—建立指标体系—确定评价基准—实证评分—按权重汇总—得出分值—综合评判—讨论行政支出效率改进路径"的基本思路,对浙江省行政支出效率水平进行了测算,得出近年来有所下降的发展趋势,最后指出浙江省行政支出效率状况是全国行政支出效率状况的"缩影"。

It is a difficult matter to evaluate the efficiency of government expenditure objectively and impartially. Based on some theo-retical hypothesis, we designed a general system of efficiency evaluation of administrative expenditure, and then chose Zhe-jiang province as a case to conduct empirical studies. This paper follows some basic steps, including discussing the evaluation indexes, composing the index system, setting the standards, grading the indexes, organizing scores with weight, giving the grades and discussing the improvements of efficiency of administrative expenditure. According to these approaches, this paper measured Zhejiang＇ s government expenditure efficiency in recent years. Finally, we pointed out that the situations in Zhejiang is an epitome of China.
