New Thoughts on Strengthening and Improving Administrative Supervision

进一步加强行政监督对提高行政效率、防止行政腐败、赢得人民的信任和拥护有着重大意义。本文分析了当前行政监督过程中专门监督机构监督、人大监督、政务公开和行政首长问责制等方面存在的问题,提出了四个方面建议:切实维护监察机关行使监督的独立性和权威性;把提高人大监督效益作为一项重点工作来抓;在增强政务公开透明度上实现新突破;扎实有效地推行行政首长问责制。

It is of important significance to further strengthen the administrative supervision for improving the administrative efficiency,preventing administrative corruption, and gaining the trust and support of the people. The paper unalyses the problems of specialized agency supervision, National People＇ s Congress supervision, government affairs openness, chief administrative officer accountability system, etc. and points out the four following suggestions ： The independence and authority of the super-vision power of supervisory organ should be feasibly maintained, improving the efficiency of National People＇ s Congress su- pervision should be regarded as an important task, new breakthroughs should be gained on strengthening the transparency of government affairs openness, and chief administrative officer accountability system should be carried out solidly and effectively.
