Since the 1990s, government performance assessment has initiated a new developing trend in western countries. The focus of the government performance assessment is transformed from “the efficiency first” to “the potency first” ： the subjects of the government performance assessment has more and more multiplied; the methods are scientific day by day; the government performance assessment moves toward the legalization gradually. The research on these tendencies have important theoretical and the practical significance on grasping the future trend of government reforms in western countries and enhancing the performance of Chinese government.
