摘要
公务员能力建设是提高政府执政能力的一个重要方面,而提升政府回应性又是公务员能力建设的最终目标,因此,建立基于政府回应的公务员能力模型是我国公务员能力和政府执政能力建设的基础工作。
The competence building of civil servants is one of the key points of improving the governing capability, and enhancing the a-bility of government response is regarded as the ultimate aim of the competence building of civil servants. So establishing a competence model of civil servants based on government response should be the foundation of the competence building of civil servants and the building of governing capability.
