The paper made a survey of the issuing department, economic background of the coupon, as well as its character and the reclaimed date. Although Luzhong was the name of a district, in fact, this district served as the provincial administrative section in charge of secure and collaborate the commercial administrative business of all the revolution bases within Shan Dong Province. The purpose of this coupon is to remit the shortage of the banknotes. From general points of view, it was issued between August 13 to 28. And ended at the early September at the latest. All in all, this coupon only survived for less than one month, apart form this, the reclaim process operated quite thoroughly with resulted in that very few pieces were collected, even the writer himself has only one piece although he indulged himself in coin market for many years.
