Analysis of Conflict and Balance between the Intellectual Property Protection and Development of Scientific and Technological Archives Information Resource

本文就高校实施知识产权保护与科技档案信息资源开发利用之间的矛盾和平衡的问题,进行了探析。

In view of negative effect produced in the utilization of the scientific files and using the laws on the intellectual property right, the paper discusses the innate character of the protection of the intellectual property right which promoting the development of the scientific work. The relationship between them is the identity of opposition and they help each other. We suggest that taking effective measures, coordinating relative management rules and regulations, working well in the coordinating the protection of the intellectual property right and utilization of the scientific files.
