气价是促进四川盆地天然气勘探开发并合理使用的杠杆

NATURAL GAS PRICE REFORM AS LEVERAGE IN ACCELERATING REASONABLY EXPLORING,DEVELOPING AND UTILIZING NATURAL GAS RESOURCES IN SICHUAN AND CHONGQING AREA

通过研究川渝地区天然气产业发展与天然气价格、投资的关系,深入分析了天然气产业形势,提出了加快天然气价格改革的建议:一是结合《天然气利用政策》,遏制不合理的用气需求;二是理顺不同用气类型间的天然气比价关系;三是积极推进天然气能量计价;四是适当提高川渝地区管输费率,确保天然气安全供应;五是逐步实现天然气市场定价。希望通过论述,为石油天然气勘探开发企业争取机会,使其有能力发现并开采更多的天然气资源,合理开发资源,提高资源利用率,以保障供给,并通过价格的调节促进资源的合理利用。

Through deep analysis on the relationship between natural gas price and industry development,and the present situation of gas industry in Sichuan and Chongqing area,this study put forward some suggestions to accelerate natural gas price reform as follows:(1)to restrict any unreasonable demand for gas in light of Chinese National Policy on Natural Gas Utilization;(2)to have a suitable price relations among different gas-users;(3)to promote natural gas pricing system as one essential part in the energy mix;(4)to ensure gas supply by improving gas pipeline efficiency in this area;(5)to complete gas pricing system in energy market.Natural gas pricing system should be hastened to encourage gas exploration and development for the recovery of much more natural gas resources,to enhance the efficiency of resource utilization,and to supply enough gas for increasing energy demand.
