政府行为的文明程度对公民权的保障起着决定性作用。文章通过揭示公民权理论的思想基础,探讨了公民权的历史演变及政府行为文明的衡量标准,阐明不同政府行为对公民权保障的影响不同。论证了公民权保障与政府行为文明之间的辨证关系。
