Any social activities are dependent on the participation of people to build an innovation-oriented country of this major historical tasks need more creative talents to do its important carrier.This paper based on the principles of talent its analysis on the innovative talents of self-training,ways and means to enable the people in their daily lives to find an independent way to the development of innovative capacity,thus building an innovation-oriented country and lay a solid mass foundation and social infrastructure made full preparations for the theory.
