论效率与公平

On Efficiency and Fairness

本文论述了效率与公平的关系，认为在生产和流通中创造公平竞争的环境和条件，是促进效率兼顾收入公平的基础。在收入分配中坚持按劳分配为主，允许并鼓励一部分人通过诚实劳动和合法经营先富起来，合理拉开收入差距，以促进效率，在此前提下反对收入差距过分悬殊，防止出现两级分化，逐步走向共同富裕。

This paper discass the relation of efficiency and fairness,it goes on to acknowledge that creation of an environment and situation for fair competition in the production and circulation while taking consideration of fairness simultaneously. In the pay system, it is necessary to stick to 'distribation according to work' and encourage those who become rich first through honest labor and legal operation. The reasonable distribution gap formed helps to improve efficiency. On this premise, excessive distribation gap is opposed and polarization is to be avoided in order to reach common prosperity gradually.
