关于进一步完善我国国有资产管理的构想

Conception on Further Perfecting State-owned Property Administration

推进国有资产管理体制的改革应抓住宏观层次的双重经济职能一体化、产权制度不完善、微观层次的企业制度上的两权合一等问题。围绕着“双重经济职能”分离和“两权”分离，以理顺产权关系、建立企业法人产权制度为突破口，进一步深化改革。本文试图在比较分析国内外国有资产管理实践经验的基础上，探讨我国国有资产管理体制改革的基本构想及实现途径，以回答当前深化改革中面临的有关问题。

In order to promote the reform of state-owned property administration,it is necessary to solve such problems as the unification of dual economic functions macroscopically, the imperfection of property-right system, and the unification of entrepreneurial system microscopically,etc. Based on the comparison between the domestic practice and abroad,this paper attempts to inquire into the fundamental conception of the reform of state-owned property administration system.
