社会主义新农村建设必须以科学技术为依托。这是由建设社会主义新农村的根本要求决定的,这个根本要求就是"生产发展、生活宽裕、乡风文明、村容整洁、管理民主。"践行这一目标时,必须普及科学技术,具体从以下几个方面入手:1、调整农业科技发展战略,加快发展科技农业步伐;2、加大农业科技体制改革力度,建立新型的农业科技体系;3、加大农村科技人才培养的力度,建立一支素质高、技能强的农村科技队伍;4、建立农民教育培训体系,提高农民科技文化素养。

The building of a new socialist countryside in China must depend on science and technology, which is decided by the fundamental requirement of building a new socialist countryside. The requirement is ＂developing production, well-off lives, civilized folkways, neat appearance, democratic management＂. Making these goals come true, the author advocates publicizing science and technology from the following aspects including adjusting the strategy for agricultural science and technology development to fasten the development of scientific and technological agriculture, increasing the momentum of agricultural science and technology system reform to establish a new one, stepping up the training of countryside scientific and technological talents to form a countryside scientific and technological rank with high quality and high skills, and establishing a system for cultivating and training farmers.
