通过大量的文献分析和实际调研,总结江浙两省和黑龙江省民营科技企业的发展现状,存在的问题,阐述了江浙两省在发展民营科技企业的方面所取得的成绩、采取做法和先进经验。对大量数据的对比分析,找出黑龙江省民营科技企业发展与江浙两省的差距、原因和建议,对黑龙江省与江浙两省在发展民营科技企业规模、科技活动人力与研究开发经费投入、科研机构、自主创新、融资、产业集群等方面进行了比较。

Through extensive literature analysis and practical investigation,this paper summarizes the status quo of development and the existing problems of private scientific and technological enterprises in Heilongjiang Province and the two provinces of Jiangsu and Zhejiang （Jiang-Zhe）. It describes the achievements,advanced methods and experience in developing private sci-tech enterprises in Jiang-Zhe. Through a large quantity of data contrasts and analyses,it has found out the gap between Heilongjiang Province and Jiang-Zhe, pointing out the causes of problems and putting forward some suggestions. This paper mainly analyzes and compares the scales,technical activity manpower,research and development investment,scientific research institutions,independent innovation,financing and industrial clusters in the sci-tech enterprises of Jiang-Zhe.
