从制度经济学角度分析中国古代集运式水运制度的管理思维,指出,中国古代的水运制度结构与国家治理结构密切相关,水道运输体系上的公共水权是由国家科层式行政系统实施管理的,科层机制与市场因素的融合引起水运制度结构的变迁;在历史的结构变迁过程中,水运制度的维持和运行产生了管理成本和合作成本的权衡博弈,并形成了最终的制度结构特征。

Analysis of institutional economics of China's ancient water transportation system shows that the structure of China's ancient water transportation system is closely related to its national administration structure. The public water right of water transportation system is managed by the national hierarchy administrative system. The integration of the hierarchy mechanism and the market element involves the management and operation modes of water transportation system structure. During the evolution of historical structure, the maintenance and operation of water transportation system yield the game between management cost and cooperation cost and result in the final structural characteristics of water transportation system.
