Agricultural product payment of new rural CMS in Western Regions

为了促进新型农村合作医疗制度在西部地区全面实施,并保持长效发展机制,对西部农户参加新型农村合作医疗制度的"出资难"问题进行探讨。指出西部农户经济收入低,现金收入更低,每年拿出几十元现金参加新型农村合作医疗制度确实存在一定压力。基于西部农村农产品资源丰富的特点和比较优势理论,提出西部新型农村合作医疗农产品资源出资,具体分析了农产品资源出资的基本涵义、构成要件及其激励机制。

In order to promote the comprehensive implementation of new rural CMS in the western regions, and to maintain its sustainable development, this paper analyzes farmers＇ difficulties in payment for participation in the new rural CMS in the local areas. It points out that it is really quite difficult for farmers to pay for the fees of the new rural CMS by cash because of their low income. Based on the rich characteristic of agricultural products in western regions and the comparison superiority theory, it proposes the agricultural product payment for the farmers in western regions to participate in the new rural CMS, and studies the basic meaning, components and incentive mechanism of this new way of payment.
