住房改革进程中的公民社会发育--以杭州F社区为例

Development of Civil Society under Housing Reform:A Case Study on Community F in Hangzhou

本文首先回顾了住房改革的进程,并以杭州市F社区为例,揭示了住房改革对国家与社会的关系所产生的影响。通过这一个案的描述,力图找到影响居民社区参与的可能原因,并梳理出个案社区居民社区参与过程中所反映出来的公民社会特征。文章认为住房改革使都市新社区初步体现了公民社会的主要属性,体现了社区居民正逐步由过去的被组织化向自组织化方向的过渡。从这一点上看,这应当是在社区自治组织的建设之外的另外一条公民社会发育之路,从而堪称为中国城市公民社会的先声。

This paper reviews the process of housing reform in China through a case study based on field researches in the F community in Hangzhou. It shows that the housing reform has already brought forth dramatic changes in the state and society. Through the account of the basic characteristics of the residential participation in this case studied, the author tries to find out the possible reason which may affect residents' participation in community issues, and the effect of housing reform on the relationship between state and society. The paper concludes that housing reform has revealed the main properties of civil society, and provides the possibility of transition from the residents being organized in the past to self-organizing at present . And in this sense, this should be another road to construct civil society, and can be regarded as the first signs of the rise of civil society of urban China.
