服务型政府塑造--公共服务理论与中国实践

Modeling Service-Oriented Government——Public Service Theory and Practice of China

西方早些时期盛行的福利国家理论与目前风靡一时的新公共管理理论,都对西方社会产生了普遍影响,不仅在学界同时也成为政府实施公共服务的指导原则和目标。然而,随着公共服务市场化的推进,新公共管理的价值取向逐渐受到质疑,新公共服务理论开始成为挑战主流公共管理的一种替代模式,引起了关于公共服务价值理念的广泛论争。梳理研究公共服务的理论发展与实践,对于我国服务型政府塑造具有重要的参考价值及意义。

The welfare country theory, which prevailed in early decades, and the new public management theory, popular at present, both produced widespread influence in western countries. They became the guideline and aim of public service not only in the academic field but also among governments. However, with public service market being promoted, the values of the new management was questioned and superseded by the new public service theory. Carding and research on the development of the theory and practice would be helpful for the practice of modeling service oriented government of China.
