District′s Government: A Way of Change from Administrative Regional Economy to Economical Regional Economy

实现从"行政区经济"向"经济区经济"转变已成为区域经济发展的必然趋势,但由于行政区经济的封闭性致使经济区经济发展受到阻碍。区域政府的构建应该从下面几个方面入手:建立独立的区域管理委员会、建立跨行政区的协调管理机构、鼓励建立各类跨地区的民间组织、深化财税体制改革、建立科学合理的地方政府官员绩效考核制度、加强区域经济发展立法、建立区域政府间的协调机制等。

It is a necessary change from ＂administrative regional economy＂ to ＂economical regional economy＂. The development of economical regional economy is going to be difficult because the administrative regional economy is closed. The paper builds an analysis framework of government behaviors to explain how administrative economy occurred and what its harm is. The district＇s economic development needs to build a district＇s government.
