广西各级疾病预防控制中心公共职能项目开展情况分析

IMPLEMENTATION ANALYSIS OF THE PUBLIC FUNCTION AND ITEMS OF ALL LEVELS CENTERS OF DISEASE PREVENTION AND CONTROL IN GUANGXI

[目的]了解广西各级疾病预防控制中心公共职能的开展情况,为疾病预防控制体系建设人力和财力配置提供科学依据。[方法]选择广西各级疾病预防控制中心进行公共职能开展情况调查。[结果]公共职能项目的开展比例和完成度,省级高于市级,市级高于县级;省、市、县级在完成公共职能项目方面,疾病预防与控制、突发公共卫生事件应急处置、技术指导与应用研究项目较好,疫情及健康相关因素信息管理、实验室检测与评价、健康教育与健康促进项目次之,健康危害因素监测与控制项目最差;23.5%的县级项目开展比例未达50%,14.3%的市级、63%的县级项目完成度未达50%。[结论]广西公共职能项目开展比例和完成度均低于全国平均水平,与其他西部省份比较略有差距,应加大财力、物力的投入,增强专业技术力量,逐步增加有疾病预防控制需要和社会需求的项目,理顺各职能部门的职责和任务分工,完善协调机制。

[Objective] To investigate the implementation status of the public function of all levels centers of disease prevention and control in Guangxi, so as to provide the scientific basis for arraying person and finance for the system of disease prevention and control. [ Methods ] All revels CDC were selected and investigated the implement of the public function and items of CDC. [ Resuits] About the development proportion and completion rote of public function and items, the provincial level was higher than the municipal level which was higher than county level; About completion of public function and items for provincial, municipal, and county levels, management for the disease prevention and control, public health emergency command mechanism, technological guidance and exploratory development showed to be well, followed by poor management for epidemic situation report and health information related factors, laboratory examination and evaluation and health education and health promotion, worst management for supervision and control for health risk factors; The development proportion of 23.5% of the county projects did not reached 50%, and the completion rate of 14.3% of municipal projects and 63% of county projects did not arrived 50%. [Conclusion] The development proportion and completion rate of public function and items of Guangxi was lower than national level, which have slight difference with those of other provinces, we should strengthen to add finance and material, increase the power of specialty and technology, gradually increase the items which were needed by disease prevention and control and society, clear the responsibility and assignment of other function department and perfect the coherent mechanism.
