Combined with the model of tendering and bidding documents of railway projects and through the comparison and analysis of offers with and without the base price, this article is of the view that the invitation for tender without the base price is superior to that with the base price, which is also the development trend of tendering and bidding of construction works, worth exploiting and implementing. In the meantime, it suggests that construction enterprises should determine and prepare the enterprise norms, and gives the fundamental method of offering by tender in the mode of bidding without the base price.
