从几年来开展直接拨付的工作实际出发,立足财政评审的角度,介绍政府项目直接拨付的管理模式、管理原则,总结出在直接拨付过程中工程造价管理与控制的经验技巧,为政府项目全过程管理积累了实践经验,同时对建设单位的管理提出建设性意见,以期对提高建设单位管理水平具有借鉴意义。
