天津口岸出入境特殊物品检验检疫监督管理模式

Management mode on inspection and quarantine for entry-exit special products at Tianjin frontier port

中国加入WTO后,特殊物品进口增长速度很快,资料显示,近几年以来,天津口岸入出境的特殊物品数量呈猛增趋势,2005和2006年的审批查验批次分别比2004年的增长了17.8倍和25倍。笔者作为检验检疫部门一线工作人员,通过天津口岸近两年特殊物品监督管理实际状况,对现行模式提出个人观点:检验检疫部门一要加强宣传,严格监督,使相关单位和个人正视特殊物品的"特殊性";二要严把审批关,并加大对入境特殊物品的后续监管力度;三是根据近几年天津口岸入出境特殊物品的情况,对风险性较低的生物制品可以采取核销制度;四是引入信用级别认定。

Since China joined in the WTO, the imports of special products have been growing rapidly. Recently the data concerned shows that the number of entry and exit special products increased sharply at Tianjin Port. In 2005 and 2006, it increased 17.8 to 25 times than that of in 2004. As a quarantine department staff, the author proposes the viewpoint as follows： First, the inspection and quarantine departments should strengthen publicity in supervision and make related departments and individuals address special products ＂ Particularity ＂. Secondly, we must be strict in examination and approval. Third, according to the condition of entry and exit special products in past few years at Tianjin Port, the lower risk biological products can be taken to cancel after verification. Forth, introduce the credit ranks.
