To pursue the public applying of reason is the core principle of modem public life. As the citizensreason, the public reason applies in public life, to form the basic roles of the public life and the legitimate consensus about social basic structure, in order to improve the public welfare and guard citizentights. The public reason operates mainly in two fields：public sphere formed by citizens＇participation in civil society, public power organization of political country. Existence and effective operation of the public reason have active value and function to political community＇s management.
