The special permission management plays more and more the important role in development of Public causes,which is directed at a system for goverment to select managers or investors to make them define providing the public service within a given time limit and range（district） according to relative laws and regulations, through mechanism of market competition （as well as）in the form of competitive bidding. The paper analyzes implementation of special management in public transit and makes the suggestions on policy for special management.
