Strategies for reasonable orientation of non-governmental universities in Xi'an

民办高等学校的发展定位问题是当前教育理论研究界面临的一个非常重要的热点和难点问题。针对西安民办院校目前发展的困境和现实存在的问题,从西安民办高校自身微观层面和政府制度政策宏观层面两个方面进行了探析。一方面明确了合理定位需要西安民办院校形成办学特色、打造一流品牌,加强内部管理、提高办学水平;另一方面西安民办院校的现实定位与理想定位更需要政府从制度、政策层面上引导与关怀。在理论研究的基础上首次简要地提出了"西安民办院校发展定位三阶段论"的观点,并呼吁政府积极创设一种民办大学三阶段渐次发展的优质的制度政策环境。

In the recent research on educational theories, there is a heated discussion about development and orientation of non-governmental universities. This paper also discusses the dilemma, especially the problems existing in the orientation of non-governmental universities in Xi＇ an, from the microcosmic and macrocosmic aspects-non-governmental universities in Xi＇ an themselves and governmental policies. On the one hand, reasonable orientation requires non＇ governmental universities to have their own characteristics in school running; on the other hand, it requires the government to give enough at- tention to the development of the universities. On the basis of theoretical research, the paper provides the ＂viewpoint＂ three stages of the development and orientation of non-governmental universities in Xi＇ an in brief for the first time, calling on the government to be active in creating favorable environment for the gradual develooment of non-governmental universities.
