摘要
美国是发达的资本主义国家,有雄厚的经济实力和先进的科学技术装备,建立了较完善的应急管理机制。其特点是依法行政,预防为主;组织严密,协调一致;信息畅通,科技领先;以人为本,珍惜生命;不惜财力,确保安全。借鉴美国经验,我国应当建立和完善紧急救援管理机制和社会保障机制,加强立法,依法办事,建设好培训基地,完善多层次、多警种的培训工作。
It＇s a developed and capitalist country for America with rich and strong economics advanced scientific equipment and with better urgent management.Its main feature is administration with law,main prevention , strict organization, identical harmonization, advanced science and technology. Look on men as the most important ones , value lives ,and ensure safety at one＇s best. According to American experience, our country must have its own management mechanism of urgent saving and social guarantee, enhance legislation and do things with the law. It also has better training base, finish all kinds of training work of public classification .
