The development of recycling economy not only helps the reasonable use of natural resources and environmental capacity ,the promotion of the ecology change and the marketability revolution of the economic activity, but also helps the realization ＂three to win＂ of the economic development , the conservation of natural resources and the environmental protection. The development of recycling economy needs the enterprise＇ s implementation of ecology management and realization of ecology reforming. Under the existing conditions, enterprise＇ s implementation of ecology management not only needs the enterprise＇ s demand and the behavior of the ecology management, but also cannot leave the government policy＇ s guidance and support.
