摘要
国企高管薪酬及其管理问题是近年来社会关注的热点。国企高管薪管理酬问题既有高管自身问题、政府管理问题、立法问题,也有企业本身问题以及社会方面问题。当前要深化国企市场化改革,逐步实行市场化的薪酬管理制度;完善企业法人治理结构,大力推进企业薪酬规划设计工作;明确界定高管经营业绩考核内容,建立健全科学的企业绩效考核体系;完善国企高管薪酬激励机制,构建适合中国特点的高管薪酬激励机制;严格执行各项规定,健全薪酬监管法规政策体系。通过实施这些政策措施,努力构建企业科学合理的薪酬制度体系。
The salary management of top managers of state-owned enterprises involves the problems of top managers themselves, government management, legislation, enterprises themselves and society. Concrete measures to be taken shouht include: (1) To deepen market-oriented reformation of state-owned enterprises and put market-oriented salary management system into practice step by step. (2) To perfect enter- prise corporate management structures and push the plan of enterprise salary forward energetically. (3) To make clear the examination content of management achievements of top managers and build and perfect scientific examination system of enterprise achievement. (4) To perfect top-manager-salary incentive mechanism of state-owned enterprises and adapt it to Chinese characteristics. (5) And to carry out various regulations strictly and perfect salary supervising rules and policy systems. By putting these policies and measures into practice, scientific and rational enterprise salary systems would be built.
