On the Theoretical Basis of Establishing the Principle with Popular Support

党的十七大把群众公认原则作为提高选人用人公信度的准则之一,是因为群众公认原则首先建立在深厚的马克思主义基础上,同时也汲取了西方文明的一些思想,特别是肥沃的民主思想。人民主体性是群众公认成为干部选拔任用评价主体的根本依据;集体决策理论是群众公认成为干部选拔任用评价主体的合理内核;政治参与是群众公认成为干部选拔任用评价主体的基本要求。

The 17th National Congress of the CPC takes the principle with popular support for one of the criteria of increasing public trust in cadre selection and appointment. It is because the principle with popular support is first established on the deep basis of Marxism, and also learns from some of the other views of Western civilization, particularly fertile democratic ideas. People subjectivity is publicly recognized as the fundamental basis of the main evaluation in cadre selection and appointment; the collective decision-making theory is publicly recognized as the reasonable core of the main evaluation and political participation is publicly recognized as the basic requirements of the main evaluation in cadre selection and appointment.
