基于土地利用功能的土地利用分区研究--以吉林省为例

Study on land use regionalization based on land-use function:case study of Jilin province

针对土地可持续利用发展的需要,建立了基于土地利用功能内涵的土地利用分区方案,以综合区分区域的功能特点。在回顾以往土地利用区划的特点及问题的基础上,首先界定土地利用功能概念,即在区域土地资源背景调查基础上,进行土地利用的经济、社会和生态环境三大功能评价,分析其现状、趋势及分异规律,进而根据区域发展的要求,将区域划分为若干个功能分区;然后提出基于土地利用功能分区方案,即采用"3S"技术和列联表互斥矩阵分类方法,依据土地利用功能内涵及分区原则,在土地资源利用基础上,从土地利用经济、社会与土地生态环境3个方面进行区域的划分。最后,以吉林省为例,建立区域可持续发展的土地利用功能分区。结果表明,该方案实践性较强,有利于根据区域三大功能的特点有针对性地提出区域发展的对策建议,供我国土地可持续利用区划理论研究进行参考。同时,鉴于区域土地利用的社会功能与经济功能有一定的相关性,在实践中是否将二者分开还有待于进一步探讨。

Based on the requirement of land sustainable use, the study aims at setting up land- use division schemes having land-use function connotation in order to comprehensively identify regional function characteristics. In this paper, basedon review of characteristics and questiones on land use zonation, firstly land-using function zonation is defined, namely, with investigating land resources background, by evaluating three big functions of land utilization in- cluding economy, society and ecological environment, and to analysis three big functional current situation, trends and change laws, the study region is to be divided into some functional districts; secondly land-use function division schemes comes into being, namely based on the connotation of land-using function and regionalization principles, the study founds basic indices from land resources and land-use function including economy, society and land environment, and divides the region by adopting the ＂3S＂ technology and the crosstab mutually exclusive matrix classified methods. At last, this paper takes Jilin province as an example to establish a regional integrated land-use function zonation system for the sustainable regional development. The result shows the scheme has a stranger practicality by providing the region development with material suggestion, and the theoretical reference value to the land sustainable use zonation research in China. At same time, based on the correlative study on the economy function and the society function of land use, the more study should be demanded to discussed whether the both is to be divided.
