试析我国服务型政府的内涵及其构建路径

随着我国经济和社会的发展,传统的政府管理模式和管理理念已经不能适应时代的发展要求,建设服务型政府是我国经济和社会协调发展的要求,是我国市场化改革进程的必然选择,是适应经济全球化的需要。它的构建需要树立"以人为本"的管理理念,完善政务公开制度,建立和完善公共型财政体制,明确政府职能定位,推进公共服务的市场化,建立科学的政府绩效评估制度。

With the economic and social development in China, the traditional mode and concept of government management has increasingly unadapted to the developing demand of the times. Building the service-oriented government is the requirement of China＇s economic and social coordinative development, the inevitable choice of China＇s market-oriented process of reform and the need to adapt to the economic globalization as well. To construct a service-oriented government, we should establish a human-oriented management philosophy, perfect the system to open administrative affairs, build and improve the system of public finance, transform the government functions and clear their positioning, promote the public service-oriented market and establish a scientific performance assessment system of government.
