摘要
通过与原有《城市规划法》的比较,指出《城乡规划法》是适应我国快速城镇化发展需要的产物,它将城与乡纳入统一的规划体系,针对当前城乡发展面临的问题进一步完善了城乡规划的编制、审批和管理体制,突出了公众参与和社会监督的作用。
With the comparison of previous Urban - rural Planning Act, this paper holds the opinion that the new Urban -rural Planning Act is the product of rapid urbanization in China. It takes urban and rural areas into a unified planning system. It also perfects the urban and rural planning system in preparation, approval and management in terms of the problems encountered by urban and rural development. The new act emphasizes the role of public participation and social supervision.
