新农村建设中存在的突出问题及其治理对策

Problems in Construction of New Countryside and Countermeasures

在全面推进新农村建设的过程中,存在首主体倒置、农民话语权丧失、干部出国"取经"泛滥、建设成果未惠及广大农民、建设的"示范点"未起到示范作用等问题。这些问题的存在成为困扰有效推进新农村建设的障碍。为此,我们有必要从国情出发,确立发展模式;严格贯彻以人为本战略,调动蕴藏在民间的创新力量;通过建立信息流、资金流等相关的新制度,确保"新力量"主宰整个建设的过程。

There exist some problems in the construction of a new countryside, such as the dislocation of the main body, farmers＇ loss of power of discourse, cadres＇ study abroad, results not benefiting farmers, and failure of model “units”in leading others. Those problems hinder the construction of the countryside. Therefore, we need to consider China＇s unique conditions in planning the development, adhere to the people-first strategy, mobilize the creativity among the common people, and insure that the “new force” play the leading role in the construction of a new countryside.
