完善廉租房制度建设的建议——从“过滤模型”谈起

廉租房推行过程中存在资金难保障、监管不到位、隐患多等问题。为完善廉租房制度建设,建议进一步规范二手房市场、住房租赁市场,建立个人财产收入审核体系和循环利用房屋,保障资金和开征相关税费等,以期对我国住房保障体系的完善起到良好的推动作用。

In the course of carrying out low-rent house system, there exist problems such as unsecured fund, poor supervision and hidden troubles clustering. It is helpful for China＇s housing safeguard system to further regulate the second hand-house market and rental housing market, to set up individual property and income audit system and house recycling utilization, and to secure fund and related taxation.
