摘要
在未来几十年的战略机遇期内,我国能源发展的目标是构建可持续能源体系,其重点是实现石油产业的可持续发展。在石油产业发展中,有三个战略性问题值得重视和思考:一是从健全和完善石油产业市场方面看,应尽快推动石油政府规制改革;二是从保障我国石油安全方面看,着眼点应放在战略石油储备和海上运输安全;三是从石油可持续供应方面看,应特别关注海洋油气开发和国际石油合作。
In the coming decades, the goal of our country＇s energy development is to construct a sustainable energy system, of which the important is the petroleum industry development. There are three strategic issues about the petroleum industry development. The first is that the reform about regulation on petroleum should be promoted based on the aspect of perfecting the oil market. The second is that the strategic petroleum reserve and the security of transportation on the sea must be paid attention to based on the aspect of safeguarding Chinese petroleum security. Finally, to make petroleum supply sustainable, we should pay attention to the exploitation of offshore petroleum and international cooperation on petroleum.
