统账结合模式农民工养老保险政策分析

Analysis of Peasant-Workers' Endowment Insurance Policy Based on Social Planing with the Personal Account Combined Mode

维护农民工的权益已经成为和谐社会建设的一个重要内容,现有农民工养老保险的制度设计暴露出许多问题,它无法真正让农民工受益。本文对统账结合模式这一养老保险政策进行分析,指出现行的政策实际上是对城市政府利用强制性养老政策对农民工的一种侵害,它导致了农民工的权益受损。因此打破户籍歧视,建立一个低费率、宽覆盖、转接易的全国统筹的养老保险系统十分必要,中央政府必须起核心作用。

To protect peasnat-workers＇ rights has been an very important content in building a harmonious society. There are many problem sexisting in present peasant-worker＇ s endowment in surance institution design, which could not benefit them. This article analyzes the edowment insurance policy based on social planning with the personal account combined mode. The author suggests that present policy prompted by urban government＇s intruded peasant-workers＇ rights and led to their bad situation. Hence, it is necessary to eliminate discrimination on the household register system, build a low-fee, wide-range, and easy to transfer endowment insurance system based on social planning and the personal account combined mode, in which central government plays a key role.
