财政国家理论研究述评被引量：1

摘要毫无疑问，财政是国家研究中的一个要素。不过，中国对国家财政的研究一直被经济学家（主要是财政学家）所垄断，而经济学家一般倾向于将财政预算过程看成一个纯粹的技术过程而不是一个政治过程，忽视了财政资源配置过程中的政治因素。实际上，“财政是个大问题。这不仅是因为‘财政’可以作为一种宏观政策对经济起到重要作用，
